I could care less = i actually like it, so caring less (although possible) would be counter-productive to my enjoyment.
I couldn’t care less = wow, I care so little that it’s literally impossible to care any less than i do right now.

When used in the context of how asinine it is to obsess over the tournament, it’s “I could care less.”
EX:
1: “Did you submit your bracket to the office pool? You know March Madness starts tomorrow!”
2: “No. I could care less.”
1: “Oh. Don’t you mean you *couldn’t* care less?”
2: “Exactly, fuckwad.”
